Has a ZEV mandate been implemented in other jurisdictions?

Ten US states have adopted a ZEV mandate. These include California, Connecticut, Maine, Maryland, Massachusetts, New Jersey, New York, Oregon, Rhode Island, and Vermont. In 2016, Quebec adopted a ZEV mandate.

How strong is the ZEV market now?

In California, the earliest jurisdiction to adopt a ZEV mandate, between 2013 and 2016, 3% of all new vehicles sold were ZEVs. In other US states, ZEV market share ranges from 0.6 to 1.7%.  In California, ZEV sales have been increasing since 2011 reaching 3.6% of new sales in 2016. In Canada, where no ZEV mandate has been adopted – except until recently in Quebec – only 1% of all new passenger vehicle sales are ZEVs. With current demand-side based incentives such as government rebates and other current policies, ZEVs will only reach 10% market share by 2040 – only 25% of the target recommended by the International Energy Agency (40% by 2040). Jonn Axsen of SFU argues a ZEV mandate provides a “clear, long-term signal” to automakers and other stakeholders that a transition to ZEV transportation is underway.
