A zero-emission vehicle (ZEV) mandate would be regulation brought in by the government that would require automakers to sell a certain number of ZEVs including electric cars. The exact number would be based on the automaker's overall sales. It's aim is to ensure automakers research, develop and market ZEVs, which do not emit GHGs.
